Cllr Grace Williams
Leader, Waltham Forest Borough Council, Deputy Chair & Executive for Housing + Regeneration
London Councils

Cllr Williams has been Leader of the London Borough of Waltham Forest since September 2021. She also serves as Deputy Chair of London Councils and its Executive Member for Housing and Regeneration.
Under her leadership, the council has: agreed its new corporate plan Mission Waltham Forest; convened the first ever Citizens Assembly on neighbourhood policing; undertaken an ambitious Affordable Housing Commission and Local Plan geared towards housing supply; and committed the council to building 1000 social homes.
Waltham Forest has also embarked on a comprehensive climate action plan, building on the borough’s pioneering active travel approach, and taking meaningful action to make our borough greener.
Meanwhile, during the cost-of-living crisis, Cllr Williams’ leadership has seen the council provide an extensive cost of living package of £5.6 million to Waltham Forest residents, when they needed it most.
Before becoming leader, Grace was Cabinet Member for Children, Young People and Families for five years, leading Children’s Services to a ‘good’ rating with ‘outstanding’ for leadership and management judgement in 2019. Grace was also previously the London Councils Executive Member for Communities and Refugees.
Before becoming a councillor in 2014, Grace was a Civil Servant in central government, working on research and policy including in the areas of child poverty and disability equality. This was followed by five years working as a secondary English teacher in London schools. Grace sits on the LGA Improvement and Innovation Board and has worked as an LGA Peer Mentor and Reviewer.

Tom began his career at English Partnerships, the national regeneration agency, before working for the Homes and Communities Agency for 9 years. Between 2016-18 Tom worked for Catalyst developing new intermediate products before moving to a modular housing manufacturer as Head of New Business. In his current role Tom is responsible for aligning over £1bn of investment across Peabody’s existing portfolio and new homes and ensuring that our strategy for investment delivers Better Homes for our residents. Tom is also responsible for managing income generation across alternative funding, asset optimisation, commercial property and grant funding programmes.

Duncan Cumberland
Director of Development Management

Duncan is the Director of Development Management at Muse and has been working in the industry for 30 years. During this time, he has led major residential-led, mixed-use regeneration schemes across the Southern regions of the UK. Starting out at Berkeley Homes and Crest Nicholson, Duncan has spent the past sixteen years at Muse, where he leads on the delivery of a number of key projects, with overall management of the UK-wide residential portfolio. Duncan is an expert in London and Southern UK regeneration, with deep knowledge of viability challenges, Section 106 negotiations, and the Building Safety Act. He is also passionate about community engagement and placemaking, with a strong belief in creating places that deliver long-term value for communities.

Jennet Siebrits
Head of Research

Jennet, Head of Research for Ringley Group, is an experienced economist and researcher with over 30 years of international exposure and expertise in the residential and commercial real estate market. Over this time, she has developed an extensive knowledge and ability to analyse and interpret data. Thus, enabling the production of research and thought leadership to help clients address their real estate needs. In addition, Jennet regularly speaks at industry events, delivering keynote speeches as well as taking on moderating and panel roles.
Jen is a former executive director and head of UK research at CBRE, previous to which she established and led the CBRE residential research team. Prior to that, Jennet held positions as senior economist at both the Council for Mortgage Lenders and Nationwide Building Society. Her first role was as an economist at NIESR.

Claire Outram
Vice President, Asset Management

Claire is Vice President and leads the strategic asset management of our United Kingdom business. In this role, she is responsible for the performance and strategic positioning of the 5-million-square-foot London office portfolio including 100 Bishopsgate, Citypoint, One Leadenhall, Principal Place Commercial and 30 Fenchurch.
She joined Brookfield Properties in 2015 and has held various roles in the Asset and Investment Management groups within the London team. Prior to joining Brookfield, Claire spent time in Cushman & Wakefield’s Central London Investment Team.
Claire is a member of the RICS and holds a master’s degree from Bayes Business School in Real Estate (formerly Cass Business School).

Imogen Thompson

Imogen is the UK Executive Director for Urban Land Institute, a best practice built environment organisation that brings together industry experts to tackle the critical issues of our time. By background, Imogen is an experienced urban planner, specialising in large-scale regeneration projects and complex urban and infrastructure programmes. She has led the business case development, strategic planning programmes, communications strategies, and stakeholder strategies for multi-billion-pound major growth, regeneration, and infrastructure projects, and secured over £1 billion worth of funding/investment in transit-oriented growth strategies and infrastructure bids to enable regeneration and transit-oriented development.
